Craigslist Flagging Tool Needed ASAP

I need a flagging tool or script built for craigslist. This tool needs to be able to get a post flagged without to much intervention.

We have a specific competitor in our area that post 100-300 posts a day and flags anyone else who puts up a post. He has completely manipulated the skilled trades area of our local area. This tool is being designed just for him.

This tool needs to work.

I understand it is based on ip addresses but I am not totally sure.
