cake php google maps app update + add new features

Take an existing google-maps based mapping application i made using the Cake PHP Framework and update it to take advantage of new google map features (version 3 API).

## Deliverables

New Features:

-- Geocoding -- show locations within a certain distance of visitors current location automatically

-- Optimize for mobile viewing/use

-- More accurate search results -- sometimes when you search for something in the existing application and you put a zip code and within X miles it will show places, but if you put that same zip code and Y miles it wont show the same places it showed that were within X miles if X miles is less than Y miles.

-- Add option for street-view if available at address

-- Add option for traffic overlay

-- Add support for multi-point directions

-- Add star rating (out of 5) for map locations

-- Add comments for map locations

-- Add support for user accounts

-- user accounts should be able to:

-- save favorite locations (add/edit/delete)

-- save recent directions (add/edit/delete)

-- add comments to map locations

-- add star rating to map locations

-- username/unique email is all thats required for an account

-- edit email & delete account

-- Add support for usergroups (regular user, business user)

-- Space for users to upload pics and videos when available (by usergroup)

-- More search criteria: by region, price, & product name

-- Ways for business users to customize their pages, such as add links, banners, pics, text for slogans or specials

-- Integrate sphinx search to handle searching and results
