add text links to wordpress template

Need to add two text links to blend into an existing wordpress template. template is currently active at [[url removed, login to view]][1]. I will also attach a graphic file showing what area the text links go in.
The added links must show on every page throughout the template.
Specific details and access information will be available after bid is accepted.

and centered on the grey area beneath them. They should be laid out the same as the current text links

they should open in a new window.
the text font should be exactly the same as the current 5 text links...

but the color should be the orange color used in the header area.
