A Classified Website which is Community Style

We would like to create a community website style classified website. It will contain classified ad page ( I would like to charge for some ads), upload picture page with voting/ polling, feature articles page( I would like to have a submit your article form option with edit capabilities), page for selling a few items, side bars to place ads. No flash wanted. I want to be able to update myself. I can add my pictures and text.

My budget is maximum 200$ and I need the project in correct 10 days. I can't afford anything above this. DO NOT GIVE RANDOM BIDDING.

I need project plan how you are planning to execute this project.
