Database Results Page Re-Design/Function

We have a members area page within our site, where one type of user logs in, and in that page they are able to search titles of projects that are pulled from our MySql database. In my admin area, I approve those projects that are able to be displayed in that area.

I would like to have a function where I can mark select projects in my admin area, and they will display in a special area (maybe a rectagular cell area in the members page) where they're noted as "hot projects". The users of that area can then click on those titles and view details and make requests, the same as they can for the other project titles in their members areas.
