Fix Current Laravel Website - Full Stack Front and Back End Developer and Designer Needed.

We are a non-profit healthcare conferencing organization.
We are seeking a highly skilled full stack developer and web designer to update, and complete our current project as described below.
Do not offer us to build a new website. We need an expert to improve and fix what we currently have.
Once completed, you will be providing ongoing support and updates.
Use our current website that was created with Laravel: Look at content already on the website as guidance.

Project Scope and objectives:
• Re arrange the user interface to a rich design and mobile responsive site with following HCI principals.
• Increase the quality and use good graphic for the website.
• Merge event subdomain to the primary domain name.
• Member merging to MailChimp
• Newsletter with Mailchimp
• Event dashboard functions and modification.
• Integrate Meeting platform (Zoom, BlueJeans).
• Forum for the members.
• Option to manage the past conferences and virtual conference for members
• Training session for demonstrate about website functionalities.
• After services training provided to our inhouse team.
Hosted on Hostgater and cpanel:
You must provide us with an admin panel that the office administrator can easily access and make edits, updates or add content
You must be able to provide training to our admin staff on how to operate the admin panel
You will be involved with ongoing support and content created, working with VCICI admin
You MUST be able to not only complete the development of the backend, but also redesign the graphics and make the site more current and visually appealing. The website must be mobile devices friendly and display properly on all devices.
As you complete each milestone, you must provide training to our team so we can make all changes internally.
Please note that time is of the essence for this project, and you MUST SUBMIT A DETAILED PROPOSAL WITH NUMBER OF HOURS, COMPLETION DATE, AND COST!!!
Please reply with a complete detailed proposal and provide total number of hours required to complete each milestone, as well as not to exceed cost for the entire project.
In addition, provide hourly rate for future ongoing support.
We expect a fixed rate proposal, specifying the number of hours required for each milestone, turnaround time, work product guarantee, 90 days of support post completion.
Once the project is completed, we will hire you for an ongoing support and future development projects.
We will compare your proposal to others to make sure you are competitive and in the ballpark.
You must be fluent in English, have outstanding ratings, and a vast experience in web development and design in PHP/Laravel.
