Need Perl script to check if PID id is running, Ubuntu 16.04.6 LTS

I need a perl script for ubuntu, which will check (every hour) if a specific PID is running...
! Since PID changes on each restart you will need to find ideal solution. !
If it is NOT running/stopped it should do the following...
curl -s \
-F "token=APP_TOKEN" \
-F "user=USER_KEY" \
-F "message=Not running." \
[login to view URL]
You will need to give instructions on how to install on the server, I will do it manually.
