Hi

I need an app designed in a way that can recognize commercials from different drama clips and record its duration in the db. For example when a drama clip is uploaded into the app, it could recognize the start time, the end time and total length of commercials in seconds and enter the info in the db. Only windows based app is needed. Those who can design such an app in shortest possible time can place their bids. Bids with lowest budget will be selected. Thank you
