Is a server overloaded? - technical article required

I have a large number of physical servers and some of them are slow, I'd like to know if they are overloaded and if they are what needs to be done about it.

I'd also like to know what to expect when I do whatever the recommendation is.

Please explain from performance monitoring statistical data how to tell if we are short of memory, disk i/o, available cpu, and anything else you feel is relevant.

If we look at memory (for example) the server will run slower if there is not enough available for disk caching, thus when we see disk i/o is high the cause may well be a memory shortage - correctly interpreted monitoring stats would tell us this.

I need you to write an article of about half a page - one page in length on answering the questions above using perfmon performance monitoring data.

You must specifically answer the question of how to tell between a server that is busy and that has no bottlenecks, and a server which is busy and has bottlenecks (and hence could be made faster).

Please let me know before bidding if you would like to discuss these requirements.
