Animated Infographic for Wordpress Page

Would like to create an animated design/storyboard explaining the processes of a project. The actual layout should be as the image attached, but when mouse over on step 1 or "idea" then want only that section to expand over the light bulb. when mouse over "teamwork 02" then would like for that to expand. Not sure how this will work on a wordpress theme or how to design it but that is the idea. Please let me know how this will work, if it's possible and if you can develop this. Also how will this be added to the specific page on wordpress? Please provide some detail of the approach to this project so we can select the best designer.
