Create Liquor store Business Page with all Bells & whistles

I need to create a Facebook Business Page for my Liquor store that will be promoting, explaining and annoucing new products: wines and liquors.
The page needs to incorporate great graphics (I have a website and i want to use most of the graphic designs) and content (the content I will provide). Also, there will be content that can only be seen by “fans” and the rest being able to be viewed by everyone.
I want individual sections for photos, videos, content, discussion forum, and a promotional page (where I will my new promotions) that all look great and have sexy images on them. Also, once the content is created, I would like the ability to change anything by adding my own html.
**IMPORTANT** I do not want to pay any sort of monthly fee for this service, only the one time upfront costs for design and creation.
Because I am new at this, I also require someone who is willing to work very closely with me and walk me through the process of setting this up. I will be very picky about how this page looks, so please be patient with me!
