Take existing Python Django based blog site, add features to manage files

This will require a build on top of a sample Python Django based blog site. I am looking to add some document assembly features using open source code and need a programmer to work with me.
Need someone who is familiar working with Python and PDF/Word handling libraries to digitize the documents, identify and mark interesting metadata, save them in a repository and create a dashboard that will allow search of the repository.
Python lib- docx, spaCy, PyPDF2.
Environment for existing blog site is Linode/Ubuntu
