A coder to build a chat/forum site with multiple functions

I basically need a chatsite that performs a variety of tasks.
The tasks include
-Tagging posts people write and place them in forum like areas as archives that can be further tagged with profiles places etc
-Various chat functions (being able to write in character and out of character roll dice and such)
-The ability to detect the wordcount of posts and apply the wordcount to a total.
-The ability to detect spam in posts and administer a consequent action
There are more its pretty complex.
