need centos expert to fix file permission for root

Problem? - no command is working, plesk server is not working, sql is not working due to permission, i am unable to login onto wordpress getting 403 error
as a root if i am trying plesk repair it's also not working
[root@servername ~]# plesk repair fs -y
-bash: /usr/sbin/plesk: Permission denied
