Method of detecting 240v current flowing to a device via a non-invasive method

I need a method to detect whether a 240v device is on (drawing current) or not. The measurement of the current is not the goal - rather, a binary decision as to whether the device is drawing current or not. The technique must be non-invasive ie not require rewiring or splitting the positive from ground wires and passing through an electromagnet coil etc. This is for use with an Arduino microprocessor, so either a digital I/O of on/off or some sort of current draw analogue reading is needed so the software can determine the definition of "on" and "off".
I purchased an SCT013 non-invasive coil (50A/1V [login to view URL]) but I understand that the positive wire needs to be isolated to use it. I mistakenly thought it could be clamped around a chord, but apparently, this is not the case.
So I am looking for another solution. I've run out of ideas, so offer $50 AUD for the answer!
