Simple SDK for to count network instances (client/server mode)

I need a module (DLL) that can operate in 2 different ways (Server and client mode).
1) In “server mode” the application stays running in a specific machine and just listens for "special packet/messages" that are sent from clients (PCs)
2) In “client mode” the application stays in memory (as long as the user does not close it) and will send a “special packet/message" to the server when it’s about to start. The client will continue sending (periodically) “live packet/messages” to the server to let it know that it’s still active.
The idea is to control the number of instances running in a local or wide area network.
Please, refer to the attached document for a description of the required API and details.
