OpenERP Custom modification

Hi everyone,
We need several custom modification in our installed OpenERP platform.
Initial Tasks will include the following:
Task 1 - Performing minor modification to the login page, by including a logo, removal of the Database link in the initial page
Task 2 - Fleet
In our company we have pool cars, meaning that a car can have multiple drivers which can introduce fuel logs and repairs. For the moment a vehicle can be allocated only to a driver and is not available for the others if they have user authority. I would like to have the company/pool car option available and only those car to be available for everyone. The cars associated with an user should be available only for admins of that module or the user itself.
