Cold storage for cryptocurrency Dogecoin

Requirements for the cold storage of Dogecoins.

Member will specify the amount of doge coins he wants to deposit. He is then given a one-time address. The balance is then checked via doge chain and if the payment matches it is added to his account. He can then withdraw the doge coins to his wallet.

What we need is:

Create address on the local wallet (Wallet stored on a desktop computer connected to the internet)

Send dogecoins to an address on request from website (using the same wallet without approving it)

Query the local wallet to find total dogecoins available (Need to check if there is sufficient balance in the wallet.)

Development on windows server.
