Design a set of animated promotional images / banners

As part of a redesign project for online gaming website (online poker, casino and sports), we're looking for a designer to work with us on a set of new promotional graphics.
The graphics will be used on our own website to promote featured content - e.g. selected website pages such as promotions, cashier or support - and to act as an advertisement for our current and latest promotions, and new products and offers.
Different banners will require different approaches to them - e.g. promotional images for internal pages have to be original works, while banners for new games need to incorporate graphics from the games themselves.
We're building a responsive mobile-friendly layout, and the same set of banners must work and look good in both desktop browsers, and mobile and tablet ones - so the graphics and animations must be designed with the appropriate scale of details in mind.
All banners must include two stages of animation:
Stage 1 - inactive animation. This must be a subtle animation, that will be playing all the time while the banner is displayed on the page.
Stage 2 - active animation. This animation is played when the banner is active (e.g. hovered on a desktop, or clicked on a mobile device).
We require only graphics material as an output - e.g. psd/ai/svg graphics, with animation sequences implemented, or examples/directions for animation. For the website, banners will be implemented as html/javascript elements, but it will be handled by us. If you are comfortable with producing high quality html and javascript, and would like to take on this part of the project, too - this can be discussed and included into the project under our technical oversight.
At the first stage, the following set of promotional images is to be created to feature website's internal pages:
* Help/Support
* Banking/Cashier
* Download software
* Play online
* Promotions
* Freerolls
This will be followed by a set of banners for selected games - reference graphics from the games will be provided.
If the first stage of the project is successful, and we're happy with the designed set - this may be followed by regular work, as we often require new design work to be down for new monthly promotions and product launches.
