WooCommerce Custom Flow /Online Food Order System

We are a Bakery Shop. We are building the online food order system with Woo commerce /Wordpress.
But it doesn't work so well. So we are looking for a partner to resolve the issues.
- We have 3 categories of item.
1) Same day delivery
2) Advance Booking (If you want to pickup tomorrow, you need to order by 9pm today.)
3) 60hours lead-time
For the 1) Same day delivery, there are limited stock.
For the 2 and 3, there is no stock limitation. But outlets can set it "Unavailable" on the admin.
There are 2 option for collection. one is delivery, another one is self-pickup.
We have total 6 outlets.
For delivery,
Once customer fill up their home address, the nearest outlet (within 3 km distance from the home address) is automatically chosen.
One outlet's max delivery capacity is 4 deliveries per hour.
If there is no near outlet within 3 kim from their home, main shop is automatically chosen.
For Self Collection, customer can choose any outlets. customer can choose the preferred pickup time , but it is based on the product category(lead-time).
There are promo-code features.
Preferred delivery time can be selected by customer, but if it is full, that time slot is disabled.
Budget: USD1000 Fixed.
