Salesforce Trigger on Lead Object and Automation

We have a working trigger which is not allowing users to change lead record owner. We would like to add one more logic to the code, where all users can change lead record ownership. I am looking for a developer who can help write this logic and fine tune this trigger and maybe help us with other things in the future.
Also, Develop Automation of emails sent and calendar invitations for processes using APEX Triggers. Develop, review, and analyze reports for accuracy and business needs to make reporting more efficient and easier to manage.
