572742 Mutlimedia Social Voting CMS Portal

I would like to create a website centered around voting on pictures, media files and written accounts that is social network friendly so it will catch on through Facebook, Google +, Pinterest, etc. This portal must also be mobile friendly since so many people use smartphones and tablets these days!

Pricing is negotiable for the best suited subcontractor. I am looking for a competent, reliable team to help me as new ideas develop but I am on a shoestring budget until one of my projects starts to bring in money.
