VMware Linux Centos WHM Cpanel - Network Upload Restriction.

I have three Virtual Machines running on VMware.
all 3 VM's are setup with Linux
2 with cloudlinux centos (can output from server at 25mbps)
1 with centos (can output from server at 980mbps)
its only recently its started happening, and im not sure, i notice when i use the CPANEL backup script.
when im sending the backups from the server to remote ftp location, 2 of my VM's seem Resticted but i dont know why.
does anyone know where i can look to find out where im restricted!!
