help with developing website

hello dears,
I need help developing one remaining function and completing another one.I have used PHP, HTML, SQL before.
My web site is a crowdsourced testing website. the users are: tester, project manager, client. the client submit new test project , the project manager create test cycle and select testers, the testers submit bugs accordingly.
function #1: Manage non-active testers: during the test cycle , after 50% of the test cycle time the system must check if any tester did not submit any bug and send an alert to that tester, the test shall record a response within 65% of test cycle time to stay in the test team, if he does not response the system shall drop the tester from the team and select new tester and inform the project manager.
function #2: Manage new project invites: after selecting the testers , the system shall sort testers according to time zones and then send new test project invitation in morning time for each time zone.
