Fix a bug in Magento 1.9.3.8 ‘A page URL key for specified store already exists’

Hi everyone,
I am looking for a Magento expert who is able to help me solve the following bug:
When I try to save a CMS page, every time this message appears:
‘A page URL key for specified store already exists’, while I am sure there ain’t a url like that in the database. It happens every time, some I am not able to save new cms pages any longer.
Magento version 1.9.3.8
First we will work on a develop server, when a solution has been found for this bug we will transfer the correct files to the live server.
My maximum budget for this task is €15.
