Create Magento Auto Parts Module

We need a module created for Magento (or possibly WooCommerce, whichever is the better platform for this purpose).
The module needs to allow us to import ACES & PIES data. This is an XML standard for auto parts traders. You can see details here: [url removed, login to view]
I am waiting on a sample file.
Does anyone have experience with the above XML standard?
We have seen the Year/Make/Model modules, so we could possibly use something like that and build on it. Or we are open to suggestions.
Please outline your experience with the above, or similar module development. Standard/non custom bids will be ignored.
The export is a .txt file for viewing, but the layout and content is how the XML files would come to you. My development team advised they are not aware of any platforms that are directly integrated with the auto care association standards. Online reseller platforms, including Magento as mentioned, have all developed preprocessors and/or databases, many of which are built to emulate the VCdb schematic to ease imports and manage data within the standard.
