URL Directory Page and Photo's Page

I am designing an Custom HTML5 WordPress Theme, I am sing the HTML5 Reset Blank Theme. I am good at CSS3 and HTML5, but not at all current with PHP and other programming.

What I am wanting to do is, I want to have an URL Categories Directory. A page if you will where Members can Add their URLs of their Websites or Blogs within a certain category. And also a Reciprocal Checker. It would also be nice if Member can add an image when they add their URLs, Page rank would be nice, but not a must. I do have an example of what I want my URLs Directory to look like. But that will comae later.

I also would like a Photo's/ Gallery Page where Members can upload their own personal photos to share with others. That's if your willing for the price I am offering to pay and my budget. And to add, I want the images to be re sized to fit box/frames.

Again, I am not a programer so I would in trust you to think outside the box when dealing with me and take the initiative and make some calls that is in my best interests. Because all that matters to me is that at the end of the day, the code is clean and works.
