Tender Pre-qualification – SaaS Project

Project SunFish is in the process of pre-qualifying vendors to participate in a tender for the design, development and implementation of a series of software as a service based applications. This will be a concept to completion production. The purpose of this pre-qualification is to provide a fair evaluation for all candidates and to provide the candidates with the evaluation criteria against which they will be judged once selected for the tender.

The project encompasses the creation of several online services broken down into the following areas/modules.

1- Business Relationship Networking: For the purpose of this pre-qualification exercise assume that this module would be clone of www.linkedin.com.

2- Web Conferencing: For the purpose of this pre-qualification exercise assume that this module would be clone of www.dimdim.com.

3- Groupware/Collaboration: For the purpose of this pre-qualification exercise assume that this module would be clone of www.group-office.com.

4- Integration of third partly applications into the above mentioned modules: Not applicable for the purpose of the pre-qualification process.

As part of this pre-qualification process, Project SunFish aims to get a better understanding of vendors whom might be in a position to participate in the up and coming tender. Those vendors that are interesting in participating in the tender are requested to answer the following questions.

1- Provide a company profile, size, length of time in business, and core competencies.

2- How many years experience with projects of a similar scope?

3- What specific programming features, online tools and applications has the firm developed for other clients?

4- Please list samples of similar projects.

5- Would the vendor be contemplating “off the shelf” software packages for such type of project? If so which? If, the vendor would develop the project from scratch, please list what programming languages would be used and a brief explanation of the technologies contemplated.

6- What development process/methodology does the vendor adhere to?

7- Please provide a general overview of the testing and quality assurance methodologies and policies.

8- Please describe briefly your warrant policies.

9- Please provide a high level overview of the pricing structure taking into consideration the assumptions listed for the modules.
