Need help with IP cameras

Hello,
Problem is that I can not access my ip cameras from my phone. Maybe some network settings wrong. Let me know what you need to know to help me? Phone have 4G. IP cameras are connected to another 4G based network at home.
Looking for best FREE IP cam software for win10 and also another for android.
Win10 should have motion detect and record. Android no need for motion detect.
I have earlier used attached software, but now on win10, its motion detect wont work anymore. It worked with earlier win versions.
Let me know what you suggest?
