Modify an existing PCB design in OrCAD16.6

We have a PCB design in 16.6 that needs a revision. A few corrections will be needed. And two more IO ports are needed to be added to the PCB board. Correspondingly, the components will need to move around to fit the new IO ports. There is plenty of space on the board.
Additionally, will prefer someone who is familiar with ARM Cortex-M4F 32-bit CPU firmware programming.
