Forum conversion from Classic ASP to ASP.NET

I need to convert a Forum application from Classic ASP (Access database) to ASP.NET (MSQL database).
Rather than a Forum we could talk of a Q&A (Questions and Answers) application, in fact users (Windows Authentication required) based on the Authorization profile (defined in a database table) can post questions and other users have to answer these questions.
Application is slitted in 2 parts, different in topics to discuss but equal in logic and design. These section are "Forum Paghe" and "Forum Contabilità".
Scope of this project is also the data transfer from Access to MSQL database when will be decided to switch from the old application to the new one.
Application has to work on a Windows 2012 server available through me for the access. Application will be finished when will work perfectly on the server.
I'll provide a template to use but you have to be skilled in design to provide a cool and user friendly application.
