Processing daily performances of construction workers

We would like to have a Windows desktop application made, using C # and DevExpress development tools.
The application will be multilingual, actual language to be set in the configuration XML file. Printings on selected languages are in XML file too. The translations are given.
The main purpose of the application: storing and processing daily performances of construction workers. The list of used construction materials (during the construction – e.g. pipes, cables, lamps, taps etc.), must be imported from an Excel spreadsheet into a „Project”.
The operator records manually the list of daily installed (built in) materials (this is Daily Report), these materials are from the Project Planning data. The working hours related to the construction must be processed as well.
We provide the database schema, which can be used during development.
Main program structures:
1. Daily Report: manual data entry of daily used materials and used frames by workers.
2. Project Planning: loading and maintaining data of Installation Projects in the system.
3. Refusal: complaints.
4. Parameters: maintaining user grants, filtering and printing event logs.
5. Exit from program.
All of these functions are separated screens, see below.
Data are maintained on grids, data input/modifying will be generally in the first line of grids. Every program activity is written in the Event Log, which is available only from the Parameters.
Program functions
The structure of the screens is the same: a menu at the top, containing the five main program parts. Below is a ribbon with buttons changing according to the module we are in. At the bottom there is the desktop.
1. Entry screen.
This is the entry point of the program. Username must be selected from a dropdown menu (or can be typed), then the user must enter the password. The password can be mistaken only three times then program quits. Every attempt for entering (even if unsuccessful) must be recorded in the event log.
2. Main screen
After entering the program we get here, where only the main menu is visible:
a. Daily Report,
b. Project Planning,
c. Refuses,
d. Parameters,
e. Quit
3. Project Planning function (Details in attached file).
4. Daily Report function (Details in attached file).
5. Parameters. In this module user can assign user levels (grants): first select a user from a dropdown menu then select user level with radio buttons (Manager, User and Query) and can query event logs.
6. Quit. Clicking this button – after confirmation – user exits from the program.
