Need to Setup Smtp in windows server 2016

I need you to setup smtp in windows server 2016 with multiple domain and multiple ip

Example: We need to create email like abc@[login to view URL] with password , We need a command line utility or anything so that we can integrate it to our software to create new email.

For SMTP the host ip should be multiple ip

For an example if we setup smtp with [login to view URL] and [login to view URL] so when we put [login to view URL] as smtp host the email should be send from [login to view URL] not [login to view URL]

Note:You must add DKIM , SPF records and the email score should be greater than 7 and email should be received within 1 hour by the recipient .
