Small .NET/c# web api 2 project and MailGun

I need a .NET web API service with a few methods that implements some basic API calls for mailgun API

I want to keep it simple for now and Im hoping it can be done for around $100
I need 2 methods..
SendPasswordResetEmail(email) (Will send transactional email using mailgun)
SendWelcomeEmail(email) (Will send transactional email using mailgun)
When each call successfully sends transaction, it will return Http Code 200 with status code of "0" return new {status=0}?
It will return an error on failure.
I need a 2 templates stored (In SQL Server 2012 and above) and retrieved using entity framework Code First method.
An email template definition has a customizable subject and body.
Both templates can be in same template table.
So when I call any one of the web methods with a give email address, it will:
1) Retrieve the template from database, and use it for the subject/body of email
2) Send transaction to mailgun with email address (To) set.
The from Address can be anything for now..I just want the code to work to send the templates out
The mail should be sent by calling their web API interface and not through SMTP.
Recap of requirements:
1) One .NET/C# Web API 2 project with 2 methods integrated with MailGun API
2) Full project with source code.
3) Sql scripts for table creation used in the code (Sql server)
Once I have received the deliverables, I will send payment.
I will not pay anything in advance..I just got screwed with a scammer and I didnt get my project
complete. Please, I want serious developers only and if you are good with .NET/HTML5/Javascript
I will have a lot more work for you. Im basically looking for another coworker.
