Payment system using Paypal/Moneybookers API

I have a web application that is ready but just missing the payment system. The application is done in asp.net with a C# backend.
The font-end is mostly all there, would just need some touch ups.
The system is very very similar to freelancer.com
There are users and expert users.
Users must be able to deposit funds into their account via paypal or moneybookers.
Then users will purchase a service from an expert user. (Each expert user has their own services/rates)
The money must be "frozen" because the service may not happen for up to 2 months.
Once the service happens, the expert user confirms and the funds are transferred into the expert user account.
*Money can be unfrozen if the expert user cancels the service.
Expert users are allowed to withdraw twice per month.
All this functionality is already in the site, but there is nothing for payments yet.
