Create a low poly 3D Game Character for a mobile game project

I need game character matching the give 2D sample. The game it originates from will be rebuild with a 3D character. It should be fully rigged and textured for use in a 3D game. The number of triangles should be around 2000. Later it will be rendered with a Comic shader, so the texturing of the character should match that shading - it needend be to detailed. Ideally it is delivered with an animation pose matching that in the picture with little arm and leg movement, like he is falling from the sky and opening a parachute soon. I can provide some more reference pictures.
If you do the work well, you can get a next step job. We need the character in different outfits, like diver or burning or in space. That should be as easy as possible - with different texturing or accessoires, like diving glasses or a space helmet.
I need it to be delivered in Blender or fbx data format.
I need it fast!
