Browser based MMO

I am looking for a person to program pretty much the shell of a game. I need an admin center that is pretty diverse. That will allow me as the admin to create objects, planets, cities, characters, creatures, weapons, ships. I am looking for a game that spans both ground and space, with dozens of systems and even more planets (all preferably added after by me). Space ships, land vehicles. The ability to build things, and hunt creatures. Ground combat both melee and ranged. Being able to plot systems, and then planets on a map (separate maps for separate levels of view). A visual map for the ground as well. The images don't need to be generated, I will provide them when I create each thing. The ability for people to register and create characters. Characters to have attributes and skills, the ability to gain levels. The ability to research a certain amount of non-predetermined upgrades to items. Perhaps even a more diverse system for ships where as different engines or computer systems could be swapped out. Factions, and the ability to communicate with some in game generic forums only the respective factions can see. The ability to mine resources. Have NPC employees and characters that actually have uses and skills themselves. Something similar to SWCombine. The ability to alter the games pace by changing a multiplier. Support google adds. An in game messaging system, and an game wide auction house style system, but items not delivered to you. The ability for factions to create cities, and individual players to build space stations or even stations in a planets atmosphere (not a huge need on the atmosphere thing). Tax rates for factions. Docking... I think you get the idea.
