Create a Wordpress Template using Responsive HTML

I need someone to code an landing page template with a simple lead form using light, cross browser compatible responsive HTML, for display to the various devices and resolutions.
The template will need to be setup in my existing Wordpress, including the content from the already existing content which is on our live web site, so all content will remain centralized.
The final landing page file should be no more than 3kb.
The web page and its functionalities need to be vigorously tested and screenshots sent to me for all the various devices/resolutions and functionality testing results.
