Converting ecommerce website HTML pages to Responsive Design for mobile look

We need to convert the following pages available in PHP/HTML to responsive design and also improvise on the HTML for desktop version.
Home Page : [url removed, login to view]
Category Listing : [url removed, login to view] Product Details : [url removed, login to view]
Quick View : On Category Listing Page, Click On Quick View on any product.
View Cart : Click on My Cart button on the header.
Need the following changes to HTML/PHP version of the Home Page:
1) Menu drop down designs have changed. Attached are the jpg images of the new designs for each menu. We will provide you PSD files of these designs.
2) For the Themes shown on Left on home page, we would like sub-menus to open to the right as pullout menus. There could be 2-3 level pullout menus.
Important Notes :
1) The responsive design must work on all devices and at all resolutions.
2) If the existing HTML/PHP pages needs to be recreated to suit the mobile version, same will be your responsibility and must follow all W3C standards.
3) More than 70% of the customers are going to use the Mobile version and hence, the the responsive design conversion should be user friendly and easy to use and match other professional eCommerce websites.
4) You will show us a jpg design of the mobile look and take our approval before converting pages to responsive design.
4) The total project work must be finished to our complete satisfaction.
Additional Note : We will not agree to any upfront payments. We can agree to break the project into 1-2 milestones, but the first milestone payment will be released only when partial work is completed to our 100% satisfaction. So if you strictly need upfront payment, please do not bid on this project or withdraw your bid.
