Blog implementation on company website

We are looking to implement a blog structure for our company website, www.5ca.com. We are specifically looking for a freelancer located in the Netherlands, preferably close to the city of Utrecht
The is blog should be implemented within Expression Engine, as this is the CMS the website is built on. We are only looking for freelancers with experience in expression engine. The job consist of the following:
• Design and Implementation of a blog template according to attached specifications
• Addition of blog shortcut to main navigation
• Blog main page template with blog previews
• Blog landing page template with CMS solution. Attached is the specifications file with two options. We would like to receive a quote distinguishing between the costs and hours used for each option.
Our questions are as follows:
1. What would be the exact price for implementing these changes?
2. By which date would you be able to implement these changes?
The attached PowerPoint file includes more specific instructions on the required changes. More detailed instructions on the changes are included in the notes at the bottom of each slide.
