I need a simple, user friendly, site for a QR registration system. This is for pets. Basically, the QR Code will be linked to a number on the QR Tag which people can access for lost pet information. Also, the owner of the QR Tag needs to be able to register his/her pet and update details as required.

I would prefer Wordpress and simplicity for everyone. Basic, basic, but functional. Fixed price or per hour, but want it simple but effective.
