I need a website designed and coded. CMS to be discussed.<br><br>Users can choose one or more numbers from an active raffle.<br>raffle ends and choose a randomly winner if all tickets are sold.<br><br>Winner list at the site.<br><br>Admin able to add/edit raffles that normal user can choose from and start a new raffle. (but not two identical raffles at the same time)<br><br>Users can add funds through skrill (moneybookers) to their accounts. (IMPORTANT)<br>
