Create an Application to quickly Upload files from a folder to another folder VIA FTP

We have an application that writes files to a subdirectory called reports. We may have 1 or more reports in that folder. The files that are written are CSV files. We are looking for a developer to create a simple application that will take the files that are in the reports folder and upload via FTP, and upon success move the files from the reports folder to a processed folder. We will require that we have a config file to save the FTP credentials that will be used.
I am assuming that the files in the reports folder will build up, then the user will take the thumb drive and plug into a computer that has internet. Once plugged in, he can run the exe file and that will upload any files found using the FTP credentials. The ftp credentials will have access to the folder that the files need to be uploaded to.
