custom desktop app based on chromium

I need a desktop application built based on Google Chrome. Must act as a desktop-based browser for a website, with some twists such as

- using an alternative CSS file

- keeping the user logged in while the application is minimized in the system tray,

- automatically downloading and running certain exe files if linked in certain ways from within the website source

... and a few more.

Also a multi-user chat feature is required where users can maintain a list of contacts ("friends"), see when they are online, send and receive instant [url removed, login to view] can be based off any technology - p2p, XML push/pull, and so on, whatever takes the least amount of time to develop and debug/test.

The application as a whole must not ask for additional software to be installed by the user. All libraries required to run have to be included in the installation kit. We would like to use NSIS for that, unless another open source alternative is considered more viable.

The application must run on Windows XP, Vista and 7 (all versions) on both 32 and 64 bit architectures. Possibility must exist for easy porting to Linux and Mac.

Now for the fun part:

- Fluent spoken/written english required

- Would prefer someone who is online on a daily basis to provide progress reports

- a Basecamp project site will be used for all matters related to this project

- We need you to be on skype or provide a phone number you can be reached at during regular business hours on your TZ

- Full source code will be required as well as any 3rd party components. No commercial 3rd party components please.

- Timeframe: 15 days.

Payment: on escrow, release only upon 100% completion. Payment will NOT be set up under escrow before a demo of the base desktop application (Chrome working from system tray loading our website) is provided. This is not negotiable. I've had surprises before and will not waste time. If you are a time waster, there is nothing here for you, just go bilk other users.

If you decide to start on this project then become unavailable we will cancel everything right away. Only bid if you are going to work and complete this.
