Make existing website mobile friendly

The existing website at [login to view URL] is not mobile device friendly. It uses one stylesheet.
I would like a new dedicated stylesheet developed that uses the existing HTML and makes the website compatible with and look good on common mobile (phone and tablet) devices.
I can make adjustments to the HTML myself. I would like to confine HTML changes to just the <head> and use media queries. If possible I want to minimise editing to <body> HTML.
The website is a custom PHP build that uses HTML templates. I cannot provide access to the PHP/HTML however you are free to save pages from the website and download existing styles/graphics.
Project deliverables:
One or more new stylesheets
Instructions on <head> changes required
