VB.net simple homework help. Calling a function from an external DLL.

I cannot get my program to call and use a function from an external DLL. Project will need to send an image to be processed by ALPR library, which returns a result and a confidence score. This should be very simple for anyone familiar with VB.net.

image to pass to the library is in the directory. I was able to get this to work in console, but unable to get it to work through VB.net
