small image in bigger image detection even if in the small image the background of the text changes -- 2

I have a video where i want to detect the written text (see it in [url removed, login to view] ) [url removed, login to view]

I already made my application to detect the text but when the background of the text changes too much the detection fails. for example here [url removed, login to view]

Requirements:

-it will take from me a small picture+a bigger picture.. and it will output the position of that object in the smaller picture inside the bigger picture.

-it should detect in less than 300ms

-it should detect even if the background changes a lot. like in the video at minute 1:02

-it should not overload the CPU too much

-you can use SURF or other things as long as it performs as well as SURF

-it should perform well when the smaller image is upside down etc. like in the SURF algorithm in this video [url removed, login to view] [url removed, login to view]

i don't need it to work with webcam or with a video. i can make my software take pictures from the video and pass it on to your software to do detection.

I don't need it to recognize what text is in the video .. i want to detect only the position.

it shouldn't take too long to complete because i already gave the source codes. I have a total budget of 15$. the fees on freelancer for this is only 10%
