Magento extensions for my store

I am looking for a freelancer to help me with my project. The skills required are magento extensions development.

I need some magento extensions and I want from developer to add it to our magento theme and give us API to us it in mobile app and give us the code of extension :

1-

A- when register, the user has to specify his area, as a part of the registration information, by selecting it from a dropdonwlist. The predefined areas can managed from the administration panel. The user can also use the GPS locator to locate his area and match it to the list of areas.

B- Once the user registered and logged-in, a list of local stores available in his selected area will show up, so he can selects one of theme and them the system will list the related products. If there is only one store in his area, then it will be selected directly, and its products will show up.

C- if the user choose to login directly from the home page-without the need to select area and store-, the system will take them to the home page with his preselected area and store and show them the list of products. The selected area and store will be presented on the top of the page, so the user can change them if they desire. Also, if the user is already logged-in, the system will take him to the home page with his preselected area/store. And from their he can change his preferences (area/store).

2-

A- Checkout- Scenario 1– If the user is already logged-in the first step is that the system will ask the user the replacement question “Some products you order might run out of stock. Please select what we should do if this happens:” and the user has to pick one of the following choices: Let Shopper Pick Replacements, Call Me With Suggestions, Cancel the item.

B- Checkout – after the replacement questions, the delivery page will displayed, where the user can pick up one of his predefined address, add a new one(with specifying the area from the same areas listed in BR-0001), and choose the delivery time. If the selected/added address area does not match with the selected area/store, the system will display an error message and disable the proceed button. The user can also enter a voucher number

C- Checkout- Scenario 2– If the user is not logged in and they logged in with the following case: Happened that he picked up an area/store different than his default one. Filled the cart with some products. Has a cart in his account that contain some products Then the system will show a notification message indicates that he has two different carts, and he has to select one of them and ignore the other one.(The system will present the two carts in a visualized way)
