create invoice via xml 2

hi we need someone to create software wich will take data from xml server (callcosts) and then use this data to create an invoice via

api [url removed, login to view]

The webservice wich will interact with the xml server providing the callcosts is already there, so we need only the software wich will be a windows application> This app needs to connect to reeleezee to check for customers with an certain extra field wich holds an id number, if this fields exist then it shuold query the webservice with those id numbers and as response there will be two amounts, from those amounts there should be an invoice created for the proper customer

or....

The webservice should connect to an whmcs database and sync users in between them and then sync orders in between them in a two way scenario, in that case we can use whmcs for invoicing and do the rest in reeleezee
