295056 character encoding

hello,

my site in arabic

and it was working before ok as when everyone open my site he gets the write character

but now i don't know what happen

every time i open the site i should move it to UTF8 so the right character comes ok

and today i was showing the site to some friend and they said it does not appear i mean the character appear as ســابك

so i told them to change from view in browser to utf8 to make it appear

so guys i need it to be automaticly

so no one need to change to UTF8 or any to make my character appear
